Social mood influences people’s actions and their social judgments. In times of positive mood, people have the resources to enforce their social desires. They can afford to express the black and white moral issues preferred during bull markets, and drug abuse is a favorite target.
I'm not sure about this.....

On a personal level when I am in a good mood, I believe I am more tolerant...........
During times of negative mood, on the other hand, society’s priorities change. People have other, bigger worries and begin to view recreational drugs as less dangerous, if not innocuous in offering stress relief, pain reduction and the ability to cope with the pressures of negative social mood.
I'm not sure about this either but it sounds more reasonable..........

On a personal level when I am in a negative mood, I believe I am often but not always less tolerant......

I understand the pain and stress relief angle and compassion often has a foundation in pain but pain can also produce impatience......
"Don't have time or energy for this 'nonsense'" syndrome......... Perhaps that is related to the commentary that negative mood increases violence..........

Comparing illicit drug use in 19 European cities through sewage analysis

The analysis of sewage for urinary biomarkers of illicit drugs is a promising and complementary approach for estimating the use of these substances in the general population. For the first time, this approach was simultaneously applied in 19 European cities, making it possible to directly compare illicit drug loads in Europe over a 1-week period. An inter-laboratory comparison study was performed to evaluate the analytical performance of the participating laboratories. Raw 24-hour composite sewage samples were collected from 19 European cities during a single week in March 2011 and analyzed for the urinary biomarkers of cocaine, amphetamine, ecstasy, methamphetamine and cannabis using in-house optimized and validated analytical methods. The load of each substance used in each city was back-calculated from the measured concentrations. The data show distinct temporal and spatial patterns in drug use across Europe. Cocaine use was higher in Western and Central Europe and lower in Northern and Eastern Europe. The extrapolated total daily use of cocaine in Europe during the study period was equivalent to 356 kg/day. High per capita ecstasy loads were observed in Dutch cities, as well as in Antwerp and London. In general, cocaine and ecstasy loads were significantly elevated during the weekend compared to weekdays. Per-capita loads of methamphetamine were highest in Helsinki and Turku, Oslo and Budweis, while the per capita loads of cannabis were similar throughout Europe. This study shows that a standardized analysis for illicit drug urinary biomarkers in sewage can be applied to estimate and compare the use of these substances at local and international scales. This approach has the potential to deliver important information on drug markets (supply indicator).

Using the mean daily COC estimate (708 mg/day/1000 inhabitants) and a total European population of 502 million people, it appears that during the study period, approximately 355 kg/day of pure cocaine was used in Europe. It is clear that this is only a crude estimate, based upon the testing of only 2% of the population from a selection of cities and countries over a limited period.

ST. LOUIS — Mexican drug cartels are quietly filling the void in the nation's drug market created by the long effort to crack down on American-made methamphetamine, flooding U.S. cities with exceptionally cheap, extraordinarily potent meth from factorylike "superlabs."

Although Mexican meth is not new to the U.S. drug trade, it now accounts for as much as 80 percent of the meth sold here, according to the Drug Enforcement Administration. And it is as much as 90 percent pure, a level that offers users a faster, more intense and longer-lasting high.

"These are sophisticated, high-tech operations in Mexico that are operating with extreme precision," said Jim Shroba, a DEA agent in St. Louis. "They're moving it out the door as fast as they can manufacture it."

The cartels are expanding into the U.S. meth market just as they did with heroin: developing an inexpensive, highly addictive form of the drug and sending it through the same pipeline already used to funnel marijuana and cocaine, authorities said.

I have not worked up the animus for Obama that you have, but he certainly does not seem to represent my view on any of the issues that I care about, ending the War on Drugs being one. But since Romney can only be worse on this issue, it really doesn't matter at this point.

I am not sure I have as much animus for Obama as it may seem though it is increasing after Black Hawk Down Libya and the Lying that followed......

Part of it is that Obama's gaffes lend themselves so well to parody........ His Romney dog carrier gambit opened him up to being called a "Son of a Bitch Eating" ______________ (fill in the blank) when he forgot about bragging about eating dog in his biography.......

You are probably correct about Romney unless the Mormon Church President gets a message from G_d..........

What hope is there for Mary Jane if Booze, Tea and Coffee are right out.......

But Tuesday’s presidential contest is not the only poll that’s sparking interest south of the Rio Grande. On the same day, voters in Colorado, Oregon and Washington will vote on whether to legalise marijuana—not just for medical use, but for fun and profit. The impact on Mexico could be profound. Between 40% and 70% of American pot is reckoned to be grown in Mexico. According to a recent study (in Spanish) by the Mexican Institute for Competitiveness (IMCO), a think-tank in Mexico City, the American marijuana business brings in about $2 billion a year to Mexico’s drug traffickers. That makes it almost as important to their business as the cocaine trade, which is worth about $2.4 billion.

In Mexico relatively few people take drugs. But many are murdered as a result of the export business.

Under armed guard, at a secret location in the hills of northern Israel, rows of cannabis plants in a large greenhouse give off a sweet, distinctive smell.

In a nearby processing room, bags of dried buds and leaves are weighed and bagged. A woman in a lab coat operates a device producing dozens of ready-made cigarettes.

Cannabis is an illegal drug in Israel but this facility is allowed to operate under a government licence.

The company that runs it, Tikun Olam, uses organic methods to grow different kinds of cannabis for medical use.

Now, it has developed a new strain that could change the image of the drug.

It does not give users the characteristic high or get them "stoned".

Careful cross-breeding has virtually removed the chemical in cannabis known as THC (tetrahydrocannabinol), which has psychoactive properties.

Instead the new plant has a high concentration of another of the main constituents called cannabidiol (CBD), a powerful anti-inflammatory.

"Cannabidiol does not bind to the brain, to the brain cells, therefore after taking it you don't have any side effects that you don't want," says Ruth Gallily, an immunology professor at Hebrew University who has researched CBD for 15 years.

"(These include) not being high, not being confused. You can drive, you can work, you can do everyday things. It's very non-toxic."

It is so bizarre to me that people want to the pleasurable part of marijuana illegal. At some point it's going to become clear that 'pleasure' is what's illegal in western society.

In an interview with POLITICO, Paul said he’ll return to Congress this week pushing measures long avoided by his party. He wants to work with liberal Democratic Sen. Patrick Leahy and Republicans to eliminate mandatory minimum sentences for pot possession.
