Except for Russia, which has been yo-yo-ing between 1.0 and 1.6, all of the countries I listed have been around that level for decades, a level, I might add, superior to Russia's. France's TFR has been at replacement for almost a decade, and has actually been slowly increasing since 1990. Russia also has the highest Muslim share of the population in Europe, not that that should make a big difference.
