Anyways, I doubt that it will have much of an impact {Singapore has been trying this for several decades] until at least the following two issues are addressed:
1/ The cultural expectation that a woman stops working once she marries; and
2/ The availability of daycare.
Part of the solution
The elephant in the room is the availability of sufficiently stable and well paying jobs for youth such that young people would be optimistic enough about the future to form households.

2. Except for Russia, which has been yo-yo-ing between 1.0 and 1.6, all of the countries I listed have been around that level for decades, a level, I might add, superior to Russia's. France's TFR has been at replacement for almost a decade, and has actually been slowly increasing since 1990. Russia also has the highest Muslim share of the population in Europe, not that that should make a big difference.

Spengler's article reads like a book report of Thomas Sowell's White Liberals black Rednecks. How to get humans to abandon self-destructive cultures, especially when inculcated by POS parents, and reinforced by peers is a timeless, raceless, borderless problem for all.
