Am not sure what a Noble Price for PEACE should mean

If, Noble Price for "Peace" meant for people who helped peaceful occlusion of deadly
conflicts .. lets say Vietnam war .. if so, than this could lead (and has lead) to awkward situations, say Kissinger or Nixon or even Bush Dadi, individuals who had blood of so many innocent civilians on their hand, would have gotten "Peace Nobel Price" .. Arrafat and Rabin
