You're correct that corruption has and will always be with us, however, matters is the amount and pervasiveness of the corruption.

The bribe aspect is a form of unofficial taxation, so too much is stifling and a gross missallocation of capital.

For example, I recall reading some study that investigated what was the real cost in terms of money and time to open a small one person business in various countries.

In a few, the cost was nominal and the process could be completed within a day or two.

On the other extreme, in other countries the cost was prohibitive to the median person and the time to obtain all the many required permits, i.e., pay all the bribes to all officials, was months if not years.

That's the real cost of corruption: massive barriers preventing people from attempting to improve their lot.

Well, now it looks like Putin has taken the assets for himself (certainly ordinary Russians are not benefiting). The more things change, the more they stay the same.

All the smart Russians are here in the US. Especially in New York. Nobody is going back to Russia. No Pomegranates going back to Iran, either. Things so bad in Iran, Pomegranates come here on strict non-reentrant visas and don't see their own mothers for 3+ years at a time. They do anything to stay in the US and escape mad mullahs.

My father is professor at an unremarkable state school nobody has ever heard of. He is flooded by Iranians trying to get accepted into graduate program. They beg and when he says he has no funding for students this year, they even offer to work for free and pay their own way!
