According to this YouTube channel, Japan is a land of friendly cats, nadenade and gorogoro.

Looks like a ticket rather than an arrest to me.

Reading his Miranda rights to the cat in cat language, probably made an arrest impossible..... that and a lack of kitty handcuffs....

Best to display your ceramic fortune cat on the floor if real cats frequent the locations. Cats have no remorse about murdering anything.
