Any given summer, some place, some where, will be setting a temperature record due to natural variation in weather patterns.

australia worked this stuff out decades ago - its only the hippy areas which refuse to backburn that get crown fires.
IRC, its about a foot of litter at the bottom thats required to ignite the canopy and once that happens it explodes from tree to tree as the organic's evaporate and create gas clouds.
